Heat the oil in a large skillet or Dutch oven and sauté the onions, green peppers and garlic until soft. Add the ground beef and brown thoroughly, stirring. Add the tomato sauce and all the other ingredients. Cook covered for 15 minutes over low heat. Uncover and continue cooking for 5 more minutes. Serve with white rice and fried ripe plantains. At lunch, a typical accompaniment with each serving would be a fried egg.
